Two states moved on the same company for the same metal within six months. Neither named the Congolese mines that make both deals work, and neither used the treaty signed to govern exactly this.
On 17 August, the Export-Import Bank of Korea agreed to lend Glencore a billion dollars. The money is general working capital. What Seoul gets in return is a commitment that Glencore will supply copper to Korean industry for the life of the facility. No volumes were disclosed, no pricing mechanism, no delivery schedule, and no mine was named anywhere in the announcement.
